The most prosperous and progressive countries have achieved their status through an emphasis on innovation. In fact, innovation is now recognized as the single most important ingredient in a successful economy, as well as a major contributor to export success. Economies of comparable size to Victoria’s - such as Finland, Ireland and Singapore – are characterised by a spirit of innovation and are underpinned by a business environment that fosters it.

Victoria has recognized the nexus between success and innovation. It already has the highest rate of business R&D in Australia - 35% of national R&D expenditure. The State’s excellent networks and its physical size also makes innovation more achievable.

In 2002 the Victorian Government created a new ministerial portfolio for innovation and it is one of the few places in the world to develop a comprehensive and detailed innovation policy. Tourism is an integral part of Victoria’s prosperity and the industry needs to embrace the spirit and principles of innovation if it is to remain competitive in an increasingly fast-paced and ever-changing world.

This module is an introduction to the topic for tourism industry leaders and operators. Innovation is an attitude and a state of mind; it needs to be embedded in all thinking. However, there are no prescriptive rules or techniques to be learned. Rather, the following pages, the case studies and the links to deeper information are designed to stimulate broader thinking and to encourage innovative practice among Victoria’s tourism businesses.
